    Can't they just add a 45 degree bend to the existing pipe, and connect the valve to that?
    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.

    Yes exactly what I was thinking however they are avoiding doing anything until I knock the wall down?

    Have they explained why they want the wall knocked down?  Is there something wrong with it?
    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.

    They want to knock down the wall so they can fit an ECV onto the gas connection, if you look at the pic just now the ECV cannot fit as the gas pipe is touching the wall

    They could put it on the other wall, but because its a shared pipe it would mean turning off the gas to other flats, and that could cause them problems.

    Yip they dont want to turn off the gas as its a shared pipe....

    How can they connect up to the existing pipe without turning off the supply?  The moment they uncap it, gas would leak everywhere.
    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.

    If they can access it it would take about 10 mins. To re-engineer the pipe could take an hour or more plus flushing the system for safety.
