Report these idiots to the IPC for misrepresentation of authority they and the idiots at the management company have both made reference to penalty charges:I suspect that notepaper has been pimped out to the management co who are the actual authors of that rubbish but CPM should not be doing it total Muppets.11. Holding Yourself out as the Authorities11.1 You must not state or imply you have any government or regulatory powers if this is not the case.11.2 You must ensure your company stationery and all other forms of correspondence or communication do not describe any charge which may be issued to a driver in terms that imply you have any authority as defined above by use of such words as ‘fine’ or ‘penalty’, nor must the term ‘PCN’ be used unless it has been previously defined as reference to a ‘Parking Charge Notice’.

Hello all I have appealed the fine couple times now as i was waiting for the permit in post and this is the response below , also
there is no parking anywhere alse other then with permits for over half mile lol from my apartmentThe operator made their response on 04/05/2021 14:09:03.
As stated oreviously, the appellants Parking Charge Notice has been issued under Contract Law as a breach of the parking conditions has occurred. UK CPM can obtain keeper details through the Reasonable Cause Criteria within 6 months of the incident date to the driver of the vehicle.
Until the appellant is able to display a permit, alternative parking must be sought. Parking without a permit is a clear breach of the terms.there is no parking anywhere alse other then with permits for over half mile lol from my apartment
Hope you can help me...

Why do you insist on calling this a "fine" have you been sitting on your hands waiting for the inevitable predictable rejection from the scammers?Have you reported them to anyone for their misrepresentation of authority yet you need to be on the counter offensive have you been badgering " the lady who sorted my permit"?You can't expect people on here to do this for you.

sorry about the use of fine lol,
I have spoke to RMG group who own area and they have said they cannot cancel it or get involved so no help atoll,
who do I report this to ?0 -
You have not been fined.
this is not a fine again, this is not a fine, and it's important to understand that this is not a fine.
a while back you we asked what, if anything your lease said about parking.
forget about what the signs may say on this, for the purposes of establishing if you have pre existing rights to use the car park or space your lease/rental is key.
for example it's not been unknown for a PPC to try and enforce in a communal first come first get car park, and/or try and override someone's pre existing rights.
and finally for now, this is not a fine and you must not refer to it as such when dealing with third party'sFrom the Plain Language Commission:

IAS , Independent Appeals service ...0

LOL From the parking ticket sticky. Good Luck with that. Have a read through the Newbies parking tickets stickies etc, at the top of the Forum. For all info/advicejamiesouth said:IAS , Independent Appeals service ...
Advice there is:
The 'IAS' offered by IPC companies is considered far worse than POPLA.
It is named and shamed on forum posts regularly as a 'kangaroo court' because even a strong appeal loses in almost every case. The IAS favours the parking firms and expects a mountain of evidence from the appellant. Do not use mitigating circumstances.
HO87 explains the problems with the IAS anonymous and apparently unaccountable appeals system here:

DO NOT, REPEAT DO NOT PAY £15 FOR THE 'BINDING' IAS VERSION!
Please don't start a thread asking if you should appeal to the IAS unless you have very rare circumstances that might make yours worth a try.
The answer is NO, do not try IAS at all.
