DCBL Final Reminder letter - Dundee, Scotland
These letters have been received by the owner, the second one is 'Final Reminder', the fine is from Feb 2018, Gallagher Park, Dundee. The photos below have been accessed from the UKPC website by entering the PCN number and VRN.
After reading the Newbies thread an email has been sent to sales@ukparkingcontrol.com for SAR info, this seems to be the only available email address on the UKPC site.
The owner was out of the country at the time of the fine, so couldn't have been driving. The owner is still out the country, so currently not at the address on file but may return in a few years. The vehicle has since been sold.
Is there reason to panic?
All help and guidance will be greatly appreciated.

Is there reason to panic?None whatsoever, especially if the driver's identity has not, nor will not, be divulged to UKPC. Just ignore the letter. Read the NEWBIES FAQ sticky, fourth post, which tells you how to ignore a debt collector!

Any alleged debt in Scotland expires 5 years after the date of the commencement.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

It's Scotland anyway, so no keeper liability. And easily proven if the keeper was actually overseas at the time. Just ignore it.3

I'd reply and tell them that the keeper was out of the country at the time so cannot have been the driver. Tell them to cease and desist with this harassment because Scotland hasn't got keeper liability yet and if and when they do (with the full enactment of the Transport Act) it will not be retrospective. Tell them not to waste your time asking who was driving because it is too long ago to know and anyway, even if you knew you would not tell the likes of a private parking firm or their parasite debt recovery hangers-on, who exist merely to inflate the money.
And then get Gallagher Retail Park to cancel it. Easy to get shot of this scam PCN, as the NEWBIES thread already tells you: PLAN A IS LANDOWNER COMPLAINT.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

NO DRIVER KNOWN .... NO NAME OF A DRIVER ... it's the "Humpty Dumpty" syndrome
UKPC used CSTLaw recently to send "dirty" letters to scottish motorists. They did a mail bomb chasing old tickets. BIG MISTAKE ... scottish MP's were on the job and now CSTLaw are under investigation by the SRA.
Are DCBL heading the same way .... probably ... THEY ARE and their biggest problem is DCBL add fake amounts and employ legals who sign statements of truth .... WHICH ARE NOT TRUE ?

Ok, so UKPC sales passed on my email to the DPO department.
As the SAR was via email, UKPC are asking for:
- Proof of address (We have no idea why as all they have to do is contact DCBL.....we have letters!!)
- Parking charge reference (they should be able to get this from the car reg they have on record which was noted in email for SAR)
- Photo identification or V5C (We have no idea why photo id is required......the car was sold 2.5yrs ago)
HELP!!!
Also, DCBL have sent 'Final Notice of Debt Recovery'.....they will now recommend to their client to begin legal action against us...
