It looks like you have a £55 credit on the previous account.If it was money owed to the council it would be in the same format as the current years outstanding balance, so without a - sign.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.1

It is quite common for minus figures to mean an account is in credit . I have 2 like that (neither is council tax).
