    If it's your son's name on the V5C and on the NTK PCN letters , it's nothing to do with you legally , just being a parent and wanting to protect them , but that can have hidden unwanted consequences !!

    Yes he may have a bill of sale and be the owner , but ownership is irrelevant , as you found out

    It could be that Barclays Bank or Toyota Finance or Nissan UK own the vehicle , yet he could be the keeper ( or even a registered keeper ) , or a hirer , or a lessee

    The V5C clearly states that it does not prove ownership , the bill of sale proves ownership

    The parking companies ( or police or council) have no idea who the driver is , so any postal notice asks that question , even for speeding or a speed camera for example , much easier to take a driver to court !!! Be it magistrates court or civil court.

    Yes the sign could be misleading , they usually are , it is an unregulated industry , so plenty of rogues in it trapping the unwary

    Because G24 are not a BPA AOS member , Popla was never available to your son , they are in the IPC AOS so have a different appeal system , the flawed one !!

    G24 rarely if ever comply with the law named POFA , it's not mandatory , so they had 6 months to obtain keeper details and one month to post the NTK , which they did. They will assume that the keeper and driver are the same entity !! It's how they work !!

    The whole topic is confusing , hence why the Mhclg are currently working on a new mandatory CoP which should start in 2022 , to bring confusion to an end. The parking bill 2019 by MP Sir Greg Knight is the catalyst for change

    So 7 months to issue the PCN , each one , any appeal would be refused , better for G24 if the driver was revealed , no POFA , no Popla , no easy getout

    6 years of harassment and a possible court claim in the civil court , your nearest one is usually used , or a phone hearing , based on the keeper being the driver , confusing signage , a real but typical mess they don't teach about on driving lessons or any test

    One again it's not a "fine" it's an invoice, exactly they failed on the 14 day rule so could not hold the keeper liable you messed that up by naming the driver, who they now can hold liable.
    Instead of helping him you have made the path to court much much easier and more certain.
