    ok so i have sent a SAR and email to DCBL & response form on their website which is as follows.
    You need to send a SAR to the PPC, not the debt collectors/solicitors. 

    Please confirm - is the correspondence from DCBL from their debt collection arm, known as DCB Limited, or their legal arm, DCB Legal?
    Would be from DCBL legal

    30days to respond which I have with the above email have also requested a sar to elite parking management again I have pasted above
  •  the designated spot is always taken by someone else. the parking company that manages this also state when someone has parked in your spot to park on other free locations but they want you to call but this happens nearly every day
    Do you suspect that the parking company are doing that?  IT's an ex-clamper firm.  What do you think...didn't it occur to you?

    Such an easy scam for a rogue PPC to set up in a residential car park where they have local ticketing staff or self-ticketers who might be doing it deliberately to get a bounty per PCN that the self-ticketer (a neighbour) issues.  Perfect scam operations are possible at such sites.

    I'd be taking photos of the car(s) that park there and reporting them to the HA and also looking for who gets in or out of that car.
    It's just so suspect il keep an eye out but I think they are all residents and just park first come fist serve I need to tell me dad to stop paying an additional fee for a permit that is no use they fine him too

    Who does he pay the fee to, the parking firm or the managing agents, housing association or a private landlord?
