Keeping landline number

My parents are have been trying to switch from Talk Talk to John Lewis broadband (since early March) but want to keep their landline number. Unfortunately, for some reason, their number is not connected to their address on the Openreach database. We have asked Talk Talk to put in an ORDI request, one of the chat advisors said he did (on 26 March) but Openreach have not replied, now they are saying they can’t and that John Lewis have to do it but I know this is wrong. Any ideas on how to fix this?
