I can't say I have any experience of bed bugs but wouldn't you be bitten over any part of your body covered by the duvet and not just on your legs?

As @sheramber says, it sounds much more likely that the bites are from fleas in the carpet and that the new duvet was just an unfortunate coincidence.

It is HIGHLY unlikely that bed bugs came from a brand new duvet, so it is quite fair of them to want you to prove this. Bed bugs spread so easily so could have come from anywhere, even your bag brushing against something. 

Are you sure it isn't flea bites? They look incredibly similar.

If you have got a steam cleaner or can borrow one, you can use this to kill off any bed bugs but as you don't know the source, it would be wise to steam blast a wide area!

There's a pretty much 0% chance it came from the supplier, you're not going to get anywhere with them.
Whatever they are, you brought them in from outside yourself.
