    He certainly owned PEN15, I've got a photo of the silver Merc Coupe with it fitted in a carpark near Donington.
    And I'm sure I spied PEN115 on a car in the background of a twitter photo recently.

    Can you buy a "normal" number plate from DVLA if a car has been scrapped, say, 5 years ago?
    How's it going, AKA, Nutwatch? - 12 month spends to date = 2.60% of current retirement "pot" (as at end May 2025)

    Unless the owner has put the plate onto retention before scrapping, the numberplate gets scrapped with the car.

    No. Plates on cars that are notified as scrapped are never reissued.

    Imagine a missing / invisible apostrophe.
    I don't know, of course, but that's one option.
    I doubt that this specific Penny will see and comment on the thread, so we are all stuck guessing.
    It kind of shows the futility of the vanity plate, but if it makes the owner happy, why not?

    Back in the 80s my dad showed me an article in one of his medical magazines about a Harley Street consultant who had PEN 1S on his Rolls Royce and LAB 1A on his wife's!

    I dunno.  Maybe Penny was born in 51 (which would be about right), or maybe she lived at No. 51. A personalised plate is just that for yourself - personal.

    It's interesting to see that on checking, the plate is not currently in use.

    Fortunately, you have no say in the matter.  People spend their money how they want. So you don't have to worry a bit.
