    If he is buying a "new" car dealer ought to do it for his FoC. Mine did no hassle with insurance. I simply advised them of the change on the day

    Update - the dealer has sorted out the plate changed as agreed, and Tesco did not charge to update the number plate online. Thanks for you help everyone.
