Neighbour above keeps throwing rubbish over the side of my balcony

It's been an ongoing issue since the flat was built so it's been a few years.

The rubbish being thrown is at a location where only 1 flat is above us, there are no other floor above that, if anyone's throwing rubbish it's most likely them.

The rubbish they throw consists of food wrappings, bottles with urine and other gunk. Occasionally they dump a lot foamy liquid down the window which looks to be either dishwater or clothes cleaning water but I don't have evidence of that happening. The flat above has a lot of kids, at least a minimum of 5 kids and it's probably the kids throwing these stuff.

I have confronted them about this few years ago, the mother invited me into their flat and kept showing the window and explaining how it's not them but they don't realise that there's no other floor above them. The father came out of nowhere in an aggressive shouting manner and he didn't look pleased that I was there.

Some time passes by and they still haven't stopped, I inform the housing officer and she says she can either discuss it with them or send out a leaflet informing all residents not to throw rubbish out the window. I chose the latter because I don't want no more aggression or dirty looks when i next see them around the flat.

Fast forward few years later the flat is now under construction for removing and replacing cladding. A week ago the construction worker got rid of the pee bottles and all the other rubbish from the side of my balcony. But this week they threw more pee bottles down, at this point I'm just embarrassed that the construction workers are going to think it's me doing it. Is it worth talking to the housing officer again and get them properly involved?

    you do know that security cameras are really cheap to install these days right?  if it were me, i would install one directed at their flat and wider view to see where the rubbish is coming from.
  • You  need to involve your housing officer or nothing will get done.  Email them so you have a record for future ref.  you also need to keep a diary of date, time and what was thrown.  If you don't take action then you will just have to put up with it unfortunately. 

    Nothing will get done unless you involve your housing officer, if you are harrassed by your neighbours then ring 101 if you feel unsafe.  Nothing can be done about dirty looks, just think of it as an admission of guilt.

    I suggest going to PCSO, diarying incidents, demanding it is sorted by housing officer, writing to CEO of your housing association and writing to your MP.

    Will do, I’ve found out this whole littering thing is classed as antisocial behaviour. I’ll get a small cheap camera next week and just about stick it out my open window, it’ll only be pointing at their window and partially the sky from ground floor. The camera won’t pick up anything inside their house, it’ll just be at a steep angle pointed across the building brick from ground floor so hopefully no privacy issues there, hopefully I’m able to get evidence. 

    I’ll initially email them right now because as you said I’d have record for future uses and as time goes on I’ll keep noting down what items were dropped and what date on the diary and hopefully the motion sensor camera picks up something. 
  • Email your diary weekly, they will have to address it.  I've worked with housing officers and the important thing is keeping up to date with your diary as if they have to pursue the matter they will need it to take action.

    Set your diary sheets out a bit like this or have a Google and your local council should have their own arevailable on their webpage.

    Really important to detail the impact it had because if ever needed in court it is the impact which will be the reason it gets there.
