New Build Home - 0.5mbps max speed - advice please!


My house is connected to an exchange 5 km away. BT advised from Openreach the developer chose not to connect a fibre connection as this was too expensive (I've checked the rates from March 2020 and discovered this was just £1000 per property) and we were to just argue with BT until it was resolved. I was told I would have Super Fast broadband (<20mbps) when purchasing, which is also stated on the planning application.
I have tried to speak to Openreach regarding a community fibre fund, but they are unwilling to quote me due to not being able to supply 10 addresses (there are 9 on the development) and am unable to get hold of the developer as they are all working from home due to COVID….
Where can I go from here to get a decent connection? Any ideas? Help appreciated!
I won't name the developer yet until they respond to me however I do feel I've just spent a significant money on a property, to instantly have it devalued.

FTTP equipment is installed on the outside of the house, with a cable running inside - but this is not connected to anything.
I've heard back from the developer this morning:Good Afternoon,
We have spoken with x who lives on the development and works for x he has had 4 BT engineers out to look at his Sky Broadband. Please see his suggestions below.
“Unfortunately the site is at the end of a long copper cable connection hence the slow speeds. The nearest BT Cabinet is 1650m away this has Fibre to the cabinet, I have spent a long time contacting a number of broadband providers to see if they can offer FTTC(Fibre to the Cabinet) then CTTH(Copper to the House) as the estimate speeds are around 20mb. However I have been unable to find a provider for this.
For the time being I have purchased a 4G Router from Three, it is cheaper than my Broadband at £23 a month and I am getting speeds of around 20MB.
I have also contacted City Fibre, Gigaclear, Openreach and IFNL around registering my Interest for FTTH( Fibre To The House)
I have been led to believe that the more times we contact these companies the more likely we are to get FTTH.
Unfortunately at this time we are unable to get a faster broadband until the FTTH has been completed. For the mean time the 4G Router seems the only possible way around the issue.
Below is the links for the Fibre companies that I have registered my interest with, if more of us contact them maybe we are more likely to get connection.

The info above suggests the person on your development (so probably you as well) does not have fttp.
Did the developer tell you that you have fttp. If so then forget going to BT go straight to your developer.1 -
Its down to OpenReach not the ISPs as to optical fibre install for FTTP /H.OP what did the developer actually sell in regards to BB service .20 suggests plain old fibre to the local cabinet and copper wire to the house .0

The developer did say the FTTP was installed onto the properties ready for the future, but not active yet and it would be Super Fast (as in Copper at the end). The planning permission also shows we would have "Super Fast" - definition being approx 20 - 30 Mbps. It's clear that even they did not expect the connection to be as potato as it is.
What I am wondering is where I go from here - if Openreach won't enter into a community fibre discussion.0 -

We can't get FTTC (and FTTP is going to cost over £10K), so we use a WISP service from https://www.airband.co.uk/ which gives us 30Mbps *most* of the time
