the sign is also very generalised and non-specific:
"you agree to comply with the parking contract, including making payment as required and entering your vehicle registration details for the payment machines and or terminals."
I'm not sure how that relates to a site where you are not required to do any of those things, or indeed where you are required to do only one of those things.
