Gigaclear won't install

Apologies if this has already been covered on here, I've done a quick search without success.
Has anyone got any advice on how to 'encourage' Gigaclear install a connection to my home?
They have two PoP at the end of the street (<100m away) and their website seems to suggest they will connect the two houses within 10m of those PoP but will not do any more. I managed to engage sensibly with them about 4 years ago (when the fibre was first laid), they agreed to do a survey and install. After chasing them for 6-8 months they finally sent me a "sorry you are leaving us" email (nice touch) and have refused to respond to comms ever since.
Does anyone know if they are obliged to install? I understand they did the work based on grants from the Local and/or Country Council.

I suggest that you contact the local or county council to see if there were any conditions regarding any obligation to provide a service attached to them getting a grant.
I doubt there's anyone on here who would know what obligations, if any that there might have been. There is always the possibility that had there been one, it may have been time limited to when the original installation was carried out.Never under estimate the power of stupid people in large numbers1 -
Thanks for the response and the sensible observations, I hadn't considered the time element. I'll also contact Ofcom and see if they have a view on it. I'll post back here if there is anything noteworthy.
