eBay managed payments - now demanding photo ID

I joined eBay Managed Payments last year and, apart from the problems signing up, it has gone reasonably OK. I have now had an email (below) demanding that I supply a copy of photo ID to them within 5 days but no explanation of why they need it. I was pretty sure it was spam at first but when I checked other people had received it. Its typical ebay passive/aggresive - 'thanks for all of your support/if you don't send it we will withhold funds'. The link looks fake but goes to an ebay page where I'm supposed to just ad scans of my private documents without logging in to anything so I don't feel at all happy about it. ebay warn customers about fake emails -
Here are some typical traits of phishing scams:
Asking for confidential information
An urgent or threatening tone that asks you to act quickly
Unsolicited attachments
A generic greeting, like “Attention eBay member”
A web address that looks like eBay, but which may have a typo or extra numbers and letters (like http://signin-ebay.com or http://signin.ebay.com@10.19.32.4)'
which pretty much sums up the email they sent. It looks to me like they are gathering private information that they don't need, I also don't trust ebay with my information as they have been hacked in the past. The irony is that they threaten withholding my money to force me to sign up for their payment scheme!
Has anybody else received this?

Some of the use of English seems a bit clumsy, although better than a lot of scam emails.
The big giveaway it's a scam for me is: Be an official ID document issued by the federal government
What email address is it from? Not totally reliable as they can be spoofed but many scammers don't bother, instead using something like info@ebay.scammer.com

Another giveaway would be the URL where it takes them to 'eBay'.
Federal document was the only wording sounding odd to me.1 -
if it is ebay they should be ashamed of asking people to click on a link.in an email and upload identity documents !!!!!!....0

I imagine that eBay are going to have to do all of the KYC (Know Your Customer) checks that PayPal does now that they're handling payments themselves. Uploading identity documents to eBay might become commonplace soon.Federal government, as others have said, seems like strange wording. I'd say it could be valid if the message was written by an American.Not that I'm saying this e-mail is genuine. Every message I've ever received from eBay has had my username or full name in it.If the linked page looked genuine (address starts with ebay.com etc) I might be tempted to upload blank pages to see what happens.

Thanks for the replies. I checked my inbox and it turns out this is from ebay! Despite the threats, the link to different address and the errors in the writing...it is a demand for personal information that I don't wish to share with them, along with a threat to withhold my money (can they do that?) unless I comply. This may be why they want to promote Managed Payments, so it's easier to keep the funds for any reason they choose?
