For legal reasons BT still own the network, but you can't speak to Openreach as a customer, they only deal with the ISPs.If you have a line problem or something that requires Openreach to intervene, take it up in the first instance with the provider you're with, in this case Sky.

As above, contact the ISP (SKY) and they will arrange for Openreach or their contractors to do the work.
I am with TalkTalk, a line and master socket move is chargeable at around £120.

Why would they say contact BY or even BT when its OpenReach .

The OP’s neighbour is a Sky customer and nothing at all to do with BT , and contacting BT in these circumstances quite rightly gets the response ‘nothing to do with us’, Sky were wrong in even suggesting that the OP or the neighbour contact BT.
Moving Openreach’s external network is ( obviously) Openreach’s responsibility, they are not a consumer facing company , it’s only in a few specific areas that a consumer would ever need to contact them, paying for OR to shift external lineplant is one area ( if it’s internal sockets and wiring that’s arranged with Openreach via Sky , or possibly with another supplier to Sky authorised to do the work ) ....if Openreach want email to be the primary way of contact , that may disadvantage a small minority, but we are talking about a company that is restricted in its contacts with consumers by the likes of Sky who don’t want a Sky customer to be able to converse with Skys supplier ( Openreach ), it also provides an audit trail as any work like this is chargeable , and likely charged directly to the person asking for it rather than as an item on the OP’s neighbour Sky bill, a phone call is always likely to be open to interpretation or contradiction, , the written word much less likely to be misconstrued by one party or the other.
The OP’s obvious dislike for both BT and OR has obviously clouded thier judgment, at the moment the only company that has given any incorrect information is Sky, the limited way to contact Openreach is understandable, given company’s like Sky restrictions and the fact that the OP neighbours isn’t an OR customer.
As the OP obviously has internet access , and feel strongly enough to post here, it’s unclear why they don’t just fill in the online form for the neighbour.0 -
