    Does the fact that the Normal reading is lower than the Night imply that Normal has been round the clock once and would read 1093523 if it had enough digits?
    If you read the OP's posts here and here you'll see that a more likely explanation is that the low-rate consumption has been approximately double the normal-rate consumption.

    That's what the electricity company seems to think.  I can't find much indication that the OP knows what is going on (they wouldn't need to post if they did).  It's surprising to make such effective use of night rate electricity and still have a huge bill without knowing why.

    The property is shown on old OS Maps as a Police House, so that may be the key to there being the three phase meter. However, my family have had ownership of the property for coming up 40 years.

    I have had an electrician out today who agrees that the setup could do with tidying up. I am awaiting a quote to put in a new fuse board and combine a lot of the untidy stuff going on there (beyond my know-how). 

    The storage heaters have been turned off at the wall since early Jan but the electrician has turned off the fuses for the heating just in case.

    I am awaiting a quote for him to carry out the work and then take out all the storage heaters and replace with efficient, modern panel heaters, whereupon I will doubtless switch from an Economy 7 tariff. He has also advised that although the standing charge may be a bit higher because of the three phase meter, he would recommend sticking with it given that the entire house is run off electricity.

    I doubt it as the figures from the last 12 months show 66% of energy being used at night.

    The agreed DD payment of £69 per month is looking increasingly dubious. Suppliers have access to historic usage data so one has to ask why the supplier agreed to such a low monthly payment? 
    When I called the bereavement team to cancel my late Mother's account and move to a different supplier, it was then that I was convinced to stay, switch tariff and reduce the monthly DD.

    Perhaps the property was once commercial (dental surgery with chunky x-ray kit)?

    It's certainly worth doing a full detective job on every cable from that setup to ensure there's nothing feeding an adjacent property/outhouse.

    I'm intrigued as to what the Heatmiser- like thermostat is doing up on the right hand side? My boiler cupboard has one of those, but it's averaging two remote sensors to control the radiator circuit, not measuring the temperature of the boiler cupboard! 
    The thermostat on that sides relates to underfloor heating in a wet room (which I keep turned off in an effort to reduce consumption). Above that is a timer that solely regulates a 2018 fan assisted storage heater in the only room in the property that I heat.

    NOOOOOOoooooooo !  Absolute madness, no form of heating is more expensive.  Bankruptcy awaits.

    Are you sure you have storage heaters or do you actually have fan or panel heaters on all the time. Can you send pictures of your "heaters" in use.

    Agree with Gerry - NO NO NO   Repair them and find out how to operate them. 

    If you've been there 40 years and it was a Police Station before -  insulation will not be good.  Are the windows double glazed,?    roof rafters  300 mm  ?
