House Contents Insurance only?

I live in a social housing property which is a block of flats and the only insurance that is required is for the contents, the main building insurance is covered by the landlord. My concern is what would happen in the event of a flood, fire etc. which caused damage to an adjacent flat? I doubt that my contents insurance would cover any damage to other flats?

Damage to other flats would be covered by the buildings policy. Damage to the contents of other flats would be covered by the contents insurance policies which the residents of those flats had (hopefully) taken out themselves.
If you're worried about having to pay for damage to other flats caused by a fire or flood that starts in your own flat keep in mind two things. First of all, you would only be liable for damage to other people's property if you were negligent in some way; for example if you knew you had a leak and you did nothing about it. The mere fact that a pipe in your flat bursts suddenly doesn't make you responsible for all the costs associated with it. And secondly, in the event that you were liable, nearly all contents insurance policies do indeed contain a personal liability section which would cover you in situations line that.1
