As now there is no exception, the legislation is clear in that anyone entering must isolate for 10 days unless using Test to Release, and there will be no getting around this. The government cannot legislate for individual circumstances, however I do agree that this is something that should have been legislated for. You'll need to take this up with your MP.

Forget what other countries are doing, as this is not relevant to the legislation in the UK. The above post by Silver will likely help you out, and if they cannot help, your child will need to isolate for 10 day period, with the day of arrival as day 0.

Children of all ages need to quarantine at home or in the place they’re staying for 10 full days (the day of arrival in England is day 0).
