Test to release for Children under 11 arriving to UK from Abroad.
Is it correct that they don't require a test to release pcr test?

There is a variety of different tests
pre travel - no requirement for under 11's as per link above

Is that different if arriving in an airport in England but living in Wales?
Anyone over the age of 5 returning to Wales must be tested prior to arrival if they have been outside the Common Travel Area in the previous 10 days. So even if you arrived at Manchester airport, stayed in a hotel in Manchester for 8 days and then returned to Wales (whether or not that would be legal) everyone over the age of 5 must have been tested prior to returning to Wales.
Also the Welsh government website says there is no Test To Release system in Wales, so and anyone over the age of 5 must self-isolate for 10 days however many tests they have.

People are bound to get it wrong if they fail to correctly update their information, but there its symptomatic of the way Drakeford has handled it from the start.1 -

So as it stands there's no information on any website which says children arriving back in to Wales are exempt from the 10 day self-isolation period or can become exempt by getting tests.
The confusion is whether children aged between 5 and 11 need to be tested prior to arriving back in the country before starting their self-isolation.0 -
That is the big problem with their site, your search term decides which bit of information you get, which can cause unexpected problems if they get the out of date stuff.
Why they could not apply common sense and mark the old info as superseded, as happened on the English gov pages is indicative of their ineptness.0 -

I recall in 2010 pretty much all pages on gov.uk referring to government policy got a header saying they relate to a policy of the previous Labour government and then again in 2015 they all got headers saying they related to a policy of the previous coalition government.0 -
Just got off the phone with BioGrad diagnostics (from the gov list) who I have already booked Day 5 test and release tests for my wife and I.
They confirmed Day 5 Test and Release for under 4's is not required. They received a bulletin about it yesterday 01/06/21. I had already made a rushed booking for my 2 year old but they were able to refund it without issue.
They also seem to be the only company charging less than £100 for a 5 day test with guaranteed results within 24hr, which also includes the time for your sample to be transported from clinic to test facility (unlike most) if you go to one of their clinics.1 -

There is no Test to Release Scheme in Wales so negative tests taken elsewhere do not avoid or reduce the period of isolation required in Wales.“
