UPDATE
DCBL agreed to update my details no problem.
However UKPC refused to do it. They did provide me with some details that they had on me including photos of the parking incident in question. They are sending stuff to an address in Scotland that I haven't lived at for nearly 4 years.
Their reply:Dear (insert my name here)
Thank you for your request for erasure.
We will not be complying with the request as the parking charge remains outstanding, our lawful bases for continuing to process the data is a) contract - where processing is necessary for the performance of the parking contract and b) legitimate interest, where processing is required to protect and enable pursuit of legitimate interests in ensuring the car park is effectively managed. We will not be deleting data relating to your old address as we need to show that the correspondence was sent out to a serviceable address.
Because we have refused to comply with some of your request, we are required to notify you of:
- The reasons why we have decided not to comply with all of your request (please see above);
- Your right to make a complaint to the Information Commissioners Office; and
- Your ability to seek to enforce your right to erasure of the data through a judicial remedy.

When I look at the photographs they have included, I cannot see any way they can prove that my car was in that specific car park. The quality is terrible, and the close up of the sign doesnt say anything relating to its location. How the hell do they think they'll get away with this! It's infuriating!

Any advice for what I should do now regarding their refusal to change my address and contact info?

You report them to the ICO but are you sure they are refusing to change your address for service and not just refusing to erase your data? The normal wording for a Data Rectification Notice is that you require them to note your new address for service, erase your old data and inform all of their agents.2

The email I sent to them said:
Please note that as and from 15/08/2020 my address for service will be: -(insert my new address here
Please ERASE any old data that you hold on me and ensure that you advise any of the agents you use.Thank you

Reading that commutation from them, I would suggest they have noted your new address due to this: -We will not be deleting data relating to your old address as we need to show that the correspondence was sent out to a serviceable address.
which seems to say if they won't delete your old address, they must have another (new) address. If they don't have a new one there cannot be an old one! For completeness I would go back and ask them to confirm that, whilst they have decided not to erase old data they will use your new address for postal communication. What you don't want is for a claim form to go to an old address about which you know nothing until you get a CCJ, however since DCBL are involved as claimant and they have your new address any court claim is likely to come to the correct address.

What do you think of the pictures?! Absolute joke. How are they going to prove that the photos are taken anywhere at all, and that photo of a sign surely cant stand up as evidence!0 -
Re the sign ... No Unauthorised Parking. Therefore they cannot impose a contractual charge, as you cannot contract to do that which is forbidden. What exactly was the PCN for? (No permit? Wheels over a line? Stayed too long? Something else?)Jenni x2

I had parked in the space of someone I was visiting (they didnt have a car so it was empty) and when i went down in the morning I had the ticket. They had a ticket to display to avoid this but didnt give it to me for that night or mention it.
According to the PCN it said ''Parked in a permit area without displaying a valid perm' (the text goes off the side of the text box)
