Letter from dcbl regarding fine

I received the attached letter.
I have no idea what the fine is for or when it occurred. I don’t know whether to call them to enquire. I really cannot afford £160 currently but do not want to engage with them and cause further issues. I also do not want this to get to a CCJ level. Is this a warning of a CCJ?

Debt collectors letter - the NEWBIE sticky is the place to start to answer all your queries. Have you moved recently and not updated your V5C with DVLA. This might be why you have received no previous correspondence and DCBL have used a tracing service to find you.
There will be no CCJ unless and until you go to court, lose and fail to pay in the timescale set by a judge.1 -

It is difficult to use the forum on a phone. If you can get to the first page of the forum, can you see five announcements in red/pink/puce boxes? One of those is the NEWBIE sticky. Check the number of posts that posters have, you will see that those with several thousand are there to help you and sometimes offer direct advice, which does not mean they are keyboard warriors. You can post on any threads but it is etiquette to post on either your own thread or one of the group discussion threads such as the one that @beamerguy pointed you at if you are asking questions or any thread if you are offering advice.2

We would prefer that you use the dedicated thread as it combines everything about DCBL.
The Newbies thread is a closed thread only updated by coupon-mad.
Feel free to post on the DCBL thread
There are some on here who are strict but the regulars are not keyboard warriors, you need to be reading all the DCBL rubbish, they are the masters of being warriors of the keyboard2 -
