    MOT inspectors only check that brakes work, and that they work evenly on both sides.  They are not allowed to disassemble anything to look at how the brakes have been put together.
    I have had a car pass an MOT with leaking cylinders on both back brakes.  They didn't work as well as they should, but it was good enough to pass an MOT, and both sides were equally bad.  Of course, I got the brakes fixed shortly after.
    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.
