Honeywell DTS92E1020 Digital Room Thermostat help to set

We have just had Oil central heating fitted,Honeywell DTS92E1020 Digital Room Thermostat
Could some one just explain to me this?
Are room is roughly 19c if we sent the timer to say 22c.
Does this mean that the heating says on until it reach's say 22c.
Can anyone help me with this please?
As this is all new to me.Thank you so much.

That seems a pretty poor room thermostat because (as far as I can see) you cannot program it.  Most people don't want or need a room to be as warm overnight as it is during the day so having a thermostat that you can program to keep the room colder at night will save you money.

Normally the thermostat will display the room temperature but if you press the up or down arrow it will show the set temperature, which you can adjust up and down using those arrows.  So if your room is about 19 C and you set the desired temperature to 22 C then the heating will stay on until the room reaches 22 C UNLESS there is another timer somewhere which can override the room thermostat.

I assume that you have a timer somewhere in the system which allows you to set On/Off times for the boiler?
If not, then the thermostat will have to be used as an On/Off switch. If you set 22C, then the boiler will remain on until the room temperature reaches 22C. If you have set 22C, and the room only reaches 19C then it means one of two things (but see below) - either the boiler flow temperature has been set too low or the radiator in the room is undersized.
If you are using the thermostat as a boiler On/Off switch, then you will need to reduce the set temperature before you go to bed or go out and turn it up again when you want heating.

Finally, if the installer has put a TRV on the radiator in the room with the thermostat you need to check that the setting on this is not limiting the room temperature to 19C.

Surely the installer explained this or at least left the Manuals.

That is the thermostat we have, It links to the main console which sets the times.  This box just sets the temp for the location it is in.

If you set it to 22c then it will remain on until it hits 22c.   But only if the heating is on at the time.

The room we had the remote thermostat in had TRVs so we removed them.

Just setting the TRVs to their maximum setting would have been a simpler course of action.

Removal was a couple of seconds unscrewing them.   No effort either way.    I did it stop little fingers turning them down without anyone noticing.
