Debt collectors are powerless and can safely be ignored.
The PPC is not powerless however, and can issue a court claim any time in the next six years. It is for the latter that you are being advised to prepare for.
What you have called conflicting advice is actually different advice for two different situations.
Where and when did the alleged event occur?
What type of car park was it?
What happened when you complained to the landowner?

It was a 30 minute park up in a dingy dark pub car park to exchange Christmas presents.. it was late at night and really dark..
Another letter from DRP has arrived today.. basically pay up the £160, if not you're asking for more trouble.. I may just pay to end it all.. ??

Because no-one on this forum pays. And if someone does, they are supporting anf sponsoring the next covert PCNs against maybe less well-informed victims. If you are happy to fund the scam to 'make it go away' and support the model that will then issue more PCNs using your money, then this is not what we do here.
Having said that, why would anyone meet in a private car park? I know you won't now, but it's so much NOT the place to meet, you were bound to get a ticket from a scammer.
Parking on a Council street, anywhere, would have been safe from any PCN because Councils are not allowed to use ANPR to enforce parking. Never choose private land (and it's obvious a car park is private land because it has no special meaning. Any car park is private land if not Council owned).
You could have met on any kerbside anywhere (except on a red route in London) and been fine (not fined).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You may well be able to afford it, but all you are doing is funding to continuation of the scam against those who may not be as fortunate.
Do what you think best. If you want help fighting this, you have come to the right place. For anything else you need to look elsewhere.
