    You have to be really committed to the EV cause to buy one as an only car (especially an older Leaf with an 80 mile range) without a home charger.  And living in a market town like Grantham isn't living in a city.  If you had to go to a big town (and you would) it'd be squeaky bum time for range. And if an EV runs out I would imagine it's more awkward.  Isn't it going to cost a lot charging on public chargers?   

    OP, to the original question, a petrol Micra or Fiesta would work; there are some nice ones around for your budget.  A good wrap could look nice on anything.

    Back to the original question, there is one country on Earth that specialises in small, automatic, "remarkable" cars designed for city use, and that country is Japan!

    Subaru Samba springs to mind, but there are loads of other models of "kei cars" as they are called.

    Birmingham is having a Clean Air Zone, for all vehicles (some very specific exemptions) Bristol is having one, but won't apply to private vehicles (yet!)

    The only CAZ's that affect private cars either confirmed or in operation are Greater London (already operating in central London, expansion to Greater London will start in October '21), and central Birmingham (starts in June '21). 
    All the others are pending or delayed. A town the size of Grantham is going to be way down the priority list, if ever.
