Charged for empty property with no usage

in Water bills
I have been charged by United Utilities full rateable value bills when my property is empty and the water is off at the stop !!!!!! hence no usage? Has anyone managed to obtain a refund. I have now had a water meter installed which brings the cost down but I’m still paying for an empty property!

Are you paying for usage (which I doubt) or just standing charges? Whether you use water or not, the supply grid has to be maintained and your rainwater has to flow to drainage.0
