    If there is no zoom mode, as tehone suggested, has the aspect ratio of the TV been changed?
    Try resetting it to auto or 4:3.

    Try pressing the ctrl and esc keys at the same time, that will bring up the start menu if it's at all possible on your machine same as a windows key would if you had one.

    - First thing I tried on the TV was auto mode ... don’t think it has aspect ratio option - will check on that though.

    - Keyboard has a ‘Windows’ key ! (Clearly never used it before on this PC). Gives same result as accessing Start Menu  - Comes up with “Fatal Error. Sign off. Will re-build start menu on power up’.
    You can’t do anything except power down and no, still no start menu. 

    Will check on ctrl / esc key functionality.

    try going into windows settings and see if you can run update
    Press Windows-Key and R together
    type in CMD and press enter
    if a command prompt window comes up
    enter
    start ms-settings:

    You could try reinstalling the w10 image using the DISM command. It won't do any harm and it's better than the sfc command: https://www.windowscentral.com/how-use-dism-command-line-utility-repair-windows-10-image

    That isn't reinstalling Windows, just repairing the image with the option of using an ISO as the source to replace damaged files.
    I would use an 8GB+ USB stick to create Windows 10 installation media and do a clean installation from that - ensuring that all disk partitions are deleted from the drive first, which can be done during setup before it copies any files to the drive.
