Can I have two share ISAs in the same financial year with one being inactive?

I currently have a Halifax's investment ISA but wish to transfer the amount into a share dealing ISA account in the 2021-22 financial year.
So, it is OK for me to open a share dealing ISA account now without contributing a penny and transfer the amount from my investment ISA once we reach the new financial year?
Please advise.

You are fine to transfer ISA providers at any time and once the transfer is complete you can continue contributing with the new one (the old one will tell the new one how much ISA allowance you have used during the tax year) although if you have any final contributions to make for this tax year it would probably be better to do them with the old provider before asking the new provider to start the transfer.
