UPS invoicing me for charges for delivery made in January

Hi, I needed to send a damaged kite for repair to the republic of Ireland in January (I'm in Northern Ireland) did the usual web search's to find best rate courier and UPS came out on top (but not by much) so entered my details and paid via paypal and parcel collected the next day. Now last week out of the blue I get a letter from UPS saying that I now owe £13 for charges that were not billed at the time!! I'm flummoxed as to me they offered me a service which I accepted and then they accepted payment for this service and the delivery was made without incident (no furthers charges were indicated at time of purchase), how can they then invoice me for further charges as yes was post Brexit and crossing border from UK to Republic but they are the experts in this field should have known the charges ahead and should have included this in the charges offered to me . I've looked at what they sent but appears they did not send anything more than a shipping label so no invoice or I failed to print it out from the onscreen display.
I'm mostly annoyed as they were only about £3 cheaper but now appears it will be about £10 more then what others were offering if I end up paying this charge. So wanted to know are they permitted to do this after the fact and is it justified.
Just to stress this was NOT goods going to a purchaser it was a repair and I got the repaired kite back about a week later.

What did they actually tell you the £13 is for?
Did you fill in the required paperwork for return and repair of goods?0 -

Who delivered the repaired item to you? Just wondering if the UPS charge relates to the return journey
NB if you receive a parcel from outside the UK or send a parcel to outside the UK then you are the importer/exporter.
When you received the parcel back what was on the customs declaration? I'm assuming you didn't put one (CN22 or CN23) on the parcel you sent?0 -

Good point re NI & the Protocol etc, Royal Mail say no customs forms are required from NI to Eire so can't help with why UPS want to charge you or what for. Think you'll just have to ask them as it sounds like an error.0
