She does need aid, she was assaulted on way to school and now goes nowhere without someone else as petrified. She will not go out as scared attacked again. Hence encouraging her to drive to give her independence. How this aid is interpreted is another matter. But thanks for advice x
It may well be she meets the criteria for E, however if also meets F then that is what is awarded for PIP. For the BB you would need to explain the difficulties she has rather than relying on automatic entitlement - it doesn’t mean she isn’t entitled.

Agreed; however, unsure what to submit. She will not go anywhere alone as scared, she was assaulted while waiting for bus to school so will not use public transport. To get to school I take her to school entrance, her teacher comes to car to collect her so never walks alone. I want her to feel safe and reduce journeys, be it from car to entrance x

Then this is what you need to concentrate on andif you have some evidence to support this then send that in with the application.

I will, as I said assumed as high mobility would get blue badge. Let’s be honest getting high or even PIP is hard enough. Then to be told too high?? This is all new to me. I actually worked for DWP for 15 years till last summer when went on a career break as she is so ill. Ironically despite working in a job centre all those years, being a claimant is complete eye opener! Grateful for any advice suggestions thank you xx

Can I just ask, what benefit would a Blue Badge be?  If she has to be accompanied always, what difference does it make if she has to walk 20m or 200m from the car to an entrance?  Does it make a difference?  I'm really not meaning this to be confrontational or doubting your daughter's difficulties at all (and I am always very pro- people getting what they need and are eligible for!), but I think this may be one aspect that's considered for discretionary applications.

That’s a fair question. The difference is, she is paranoid she will be attacked again (I hope and pray in time this will pass) by being nearer to wherever we need be, which to be honest is school, CAMH, Police, and as can’t be left alone supermarket with me she will have reduced walk. She can’t bear being in open space where exposures. X

Fair enough.  Definitely make sure to explain that to them :)  I wish you all the best with the application.

If you're unsuccessful in that application if you explain the situation to CAHMS and school they might be able to provide somewhere she can park that's close. As a wheelchair user, theres lots of places where there are non disabled spots closer to or equally close to buildings anyway, I obviously have to use the disabled bays to have space to get in my wheelchair though.

As explained, it's not a case of too many points, it's a case of points for something different (which happens to give more points).
