    as interest rates are so low on savings,  is there anything between     savings accounts           and stocks and shares ,  with no risk.?

    There is no risk free option.   Savings has risk.   It may not have investment risk but it is subject to inflation risk, shortfall risk and provider risk.

     Ive been told about bonds in banks being available sometimes?

    Bond is a term that can mean many different things.    Scammers are using the phrase "bond" a lot as well. Fixed term deposits (what banks often call bonds) have little more than instant access savings accounts.

    So, i dont know anything at the moment about any of the stocks and shares isa bit, including holding it in cash in one.    Im sorry if i sound very thick. 
    You are certainly not thick, if you were you would not be asking for advice. I mirror what you are doing, asking for advice. 
    Me, I'm still in a state of flux, I'm looking to change, but still weighing up at this time. I too, will make a full tax year payment to my current S&S ISA, as time is marching on to end of this tax year. 
    Do what you feel comfortable with.
