UKPC Parking charge

In 2016, a ticket was stuck on my car and I found it was issued the SECOND that the time had run out!
I was actually walking over the road to my car after visiting my mum in hospital. This ‘private land’ was the road one has to drive around the hospital and has meters on it.
On the 19th Feb this 2021 I got ANOTHER letter telling me that Direct Collection Bailiffs Limited have been instructed to collect the outstanding balance.    I did not pay it because I was given no leeway, which I felt very unfair & mean outside a hospital.
Should I pay it??  
Advice please?

    DCB Limited are powerless debt collectors and can safely be ignored. However, if you get a LBC or LoC from DCB Legal, or another solicitor, then do not ignore it.

    What happened when you complained to the landowner/PALS/the hospital trust/senior administrator?

    Other than killing this with a landowner cancellation, all you can do is wait to see if the scammers make a court claim before six years from the date of the alleged event.

    Have you based your forum username on your real name? If so, you may want to get your forum username changed to something completely anonymous.

    UKPC can't have issued a PCN for being a second or even a minute past paid-for time.  They were BPA members and can't do that, so it must have been issued for some other reason, please check the PCN.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    You really should read up about this current scam.
    UKPC are desperate due to covid, "car parks empty" and all that jazz ?

    UKPC are just using DCBL as a freebie debt collector and as we keep seeing .... they don't have a clue going back to 2016 ...... The "bailiff" rubbish is just to scare you .... nasty little people

    You reckon I should try?   I’m so cross that, as far asI have read, that the 10 minute leeway doesn’t apply to private firms.   It certainly didn’t with THAT particular individual !!😡

    You can safely ignore debt collection letters but you should not ignore PCNs, letters of claim, N1 claim forms from Northampton CCBC or letters from court.

    You will be sued for it later this year (and we win such cases).  So please answer the question by looking at the first PCN.

    Your MP works for you, this is a scam.  If your MP cannot be bothered, you tell Boris or Keir.

    We know that there are MP's who soak up £75k a year plus expenses and just drink wine at home, 
    GET ANNOYED ... 

    DCBL could take this to court ?  BUT, as they are scamming you with a fake based on what a scammer says, they are easily beaten.
    UKPC are using and abusing DCBL and the joke is that DCBL simply don't understand they are being used by a known scammer ......  SCSLAW are UKPC's legals and even then, they are not that good.

    Prior to DCBL, the scam mail out from UKPC was with CSTLAW, 
    In Scotland, UKPC and CST are now under investigation

    If DCBL want to get sucked into the scammers, that is sad
