He has a full license but new licenses don't have the paper counterpart so no proof of address....

    https://www.ii.co.uk/verification-identity

That’s why we ask customers to complete our Verification of Identity (VOI) form.

What forms of ID do you accept?

We need to check your identity and your address.

There are two ways to do this:

Option A – Photocard driving licence
Send us a photocopy of your current photocard driving licence, which confirms both your identity and address.

    Or

Option B – Proof of identity and proof of address
Send us photocopies of 1) proof of identity and 2) proof of address.

That all looks reasonable, but to convert a JISA to ISA the security is far more onerous, and has to be certified by an IFA

The JISA surely automatically becomes an ISA on the holder's 18th birthday?

Your son is an existing client of  II and has a letter from them concerning the change from JISA to ISA and requesting proof of identity/ address.

Your son has a valid (and presumably very recent ) driving licence with photo/name and address.

Does he also have a passport?

Has he contacted II  to ask whether his licence would be acceptable?

This is an extremely routine transaction that goes on all the time and is resolved without issue.

Photo DL and bank statement are available.   So, this should be as routine as it can possibly be.    So, someone is being difficult.

Did the OP's son ever offer the DL?
