Interactive Investor refusing to release JISA funds...!

My son recently turned 18, so his JISA "terminated".
To become an ISA he has to provide a utility bill to confirm his address, but as an 18 year old student who has never left home has has never recevied one.
Bank statements are emailed, and printed documents are not accepted
We sent the original of the letter he received confirming his National Insurance number (and his address), stamped and certified by an IFA, as requested, but this was refused
as it did not contain a date.
So we requesed II simply send a cheque payable to my son - and they have refused to do this as they "cannot fully verify my son".
We can't be the first people who have had a JISA "mature".. is it really this difficult
What should the procedure be ?
Does anyone have any ideas how we can proceed....
Transfering to Vanguard is our prefered option, but we never had an account number for the ISA, and the JISA is vanished so no account numbers to work with
There's about £20k in the JISA, so we're not concerned about losing ISA status as he can simple use next year's allowance
Does anyone have any ideas..?
Are II within their rights to insist on "documentation" that most 18 years old would not have. and refuse the return the money
?!?!?

I wonder would a letter from his head teacher/college Principal do the trick?

No bank emails statements. They may make them available online using pdf but you can always download the pdf and print it.
Print screens are not accepted and badly printed proper statements either.

as it did not contain a date.Get the IFA to date it.

Why doesn’t he ask the bank to post a statement? He should have it in a few days.2

He has a full license but new licenses don't have the paper counterpart so no proof of address....
Providers dont use the counterpart. The photo DL has your address on it. However, the Photo DL, if used for identity, often cannot then be used for address proof.

https://www.ii.co.uk/verification-identityThat’s why we ask customers to complete our Verification of Identity (VOI) form.
What forms of ID do you accept?
We need to check your identity and your address.
There are two ways to do this:
Option A – Photocard driving licence
Send us a photocopy of your current photocard driving licence, which confirms both your identity and address.Or
Option B – Proof of identity and proof of address
Send us photocopies of 1) proof of identity and 2) proof of address.1
