Some councils have registers of noise complaints. However, typically by partial postcode and this one from Leeds Council only goes up to 2019. https://www.data.gov.uk/dataset/d573af21-8789-4124-bd33-c41b14bef719/noise-nuisance-daytime It might be worth asking your local council what they do. With partial postcodes you can't prove a complaint at a specific address, but it might be able to show you that there have been no complaints.
The police database can't be used to find noise complaints, but instances of anti-social behaviour may show up. It's possible to zoom in quite a way to see where crimes have occurred/been reported. It might be useful looking at that to see if it indicates anti-social behaviour in the location of the neighbour's house. https://www.police.uk/pu/your-area/?search=1
Neither of these will give you hard evidence that you can use to build a solid case against the previous owners.
