I have a flight booked with Ryanair at Easter. I was travelling out with EasyJet and they have cancelled their flight. Ryanair have changed flight time by a few hours but not cancelled. As I can’t get to Tenerife.and it would also be illegal to travel, can I get a refund or a section 75? They are offering either go on the rescheduled flight or re-book later in the year, which I am unable to do.

If Ryanair have moved the flight by 5 hours they will offer a refund. If it's less than that they won't.
Unfortunately it's not Ryanair's fault easyJet have cancelled your outbound flight - that's the risk of booking with 2 separate airlines. If the Ryanair flight is still operating then they have no obligation to refund you, they are not responsible for government restrictions.
Section 75 will not help because Ryanair are not in breach of contract.
Ryanair are offering free date changes (subject to fare differences). Your options would be to take up that offer, or see if your travel insurance would cover it.2 -

The perils of booking mix and match travel arrangements.1 -
Thought so but worth a try0
