PCN received for No permit when I was loading

    I have Reported your post in the hope that someone can act quickly, but I suspect the MSE forum team only work 9 to 5.

    Why did you drive into a car park to unload?  Rhetorical question but no-one should be driving into private car parks, there lie scammers.

    This is what double yellow lines on street are for - loading and unloading.

    Anyway you should do an IAS appeal and show evidence (PROOF) of your unloading to a food bank.  The IAS need evidence and DE might drop it then.

    Thanks for your response. The food bank is located in a shopping centre which is pedestrianised. I was parked next to their food van in their bay so that it was easy access to carry the parcels out of their back doors. The car park is a car park for the retail units of the shopping centre which also includes some flats above it so parking for the flats too. I was advised by the food bank manager that it would be OK as I was loading not parked. First time volunteering for them.

    I'd say all of that (above) in your IAS appeal and append evidence of volunteering (an email or 'contract' if you have one) and point out that no grace period was allowed to discount the possibility of a permitted vehicle unloading to the adjacent food bank, which was exactly what was happening. 

     Attach all evidence and keep replying if District Enforcement fight back with their prima facie 'case' against you.  And I mean KEEP REPLYING like a game of tennis via the IAS platform, and they might give up due to 'mitigation' to save money!

    Contact your local press, they will love a story like this. Will put the pressure back on DE. As well, and to save @D_P_Dancereaching for his copy and paste buttons - contact your MP and get them involved. 

    Appalling story of a volunteer, helping out in a catastrophic pandemic, bringing help to local people, being hounded and harassed by a predatory, money-grabbing PPC with zero social conscience.
