PCN received for No permit when I was loading

I've received a PCN from District Enforcement Ltd for parking on private land with no permit. I wasn't actually parked I was loading food parcels from a food bank that I volunteer as a delivery driver for. I appealed the decision advising them that I was loading and have received a response back ignoring the fact that I was loading and stating that as I was parked with no permit I still have to pay. Can anyone advise me as to my rights in this situation please?

Too much info ( personal details ) and ref numbers on some/most of those photos PULL THEM NOW
