BT - Offers to New Customers Only

Using MSE's broadband comparison, I have found a BT deal with an average speed of 67Mb plus line rental and BT Sport included for £36.99 per month + £9.99 delivery cost. I have pretty much the same deal except that the maximum speed I can get is 52Mb and I'm paying £46.99 per month, soon to be increased by 4.5%. Is it legal for BT to offer deals like this to new customers only? I was under the (probably mistaken) impression that phone and energy companies had to offer cheap deals to existing customers.

A couple of months ago I checked "your offers" in my BT account. Their offer was £2.76/month to renew my existing Fibre 1.No catch, other than agreeing to a 24 months minimum term (yes I know, not ideal!). I have been a customer for 3 previous years. Without having to haggle etc. I now pay around £23/month for Fibre 1 and LR.It's not always new customers getting better offers. Not 100% happy re 24 months but it is what it is.0
