Best to use silicone lubricant spray. Worth having a tin of that anyway - it's great for lots of stuff, like your car door rubber seals, window guides, etc.Anyhoo, the stopcock should be fully open - and then closed off a half-turn or so just to help prevent it seizing in place. If it's sticky to turn, then spraying sili lube down the spindle sides whilst opening and closing it fully a few times might help.1

Pressure and flow are different things, tho' associated.You measure pressure by standing close to your cold kitchen tap, trying to stop the flow with your thumb, and then checking just how wet your pants got in the process. Or buy a gauge.You measure flow by standing close to your kitchen tap, and then doing something sensible; place a pan under it, turn the cold on fully for 6 seconds ('onethousandandone, onethousandandtwo...'), measure the number of litres, and times that by 10 to get 'litres per minute'.Let us know about the flow.1 -
