Hi all, good news and thanks for all your suggentions and continued persistence to write to them. One of the email to Welcome Break has helped to cancel. They have included stadard template text below which sounded PE text and also sent the parking signage plan of the site.
Would I be getting an email from PE about cancellation?

Yes , PE should contact you with a cancellation , preferably before your Popla appeal is due

There is a problem with what that letter suggest! Have some free parking and then, whilst you are asleep, pop out of your car and find one of the PDTs (have to say in over 40 years of Motorway driving, I've never seen one) and buy a ticket.6

Well done, you got there in the end but it looks like Welcome Break are being more awkward about it than MOTO or Roadchef.
The last paragraph of the WB letter is both worrying and ridiculous. Do they really think that parking in a MSA is no different to parking in other sectors with a similar parking policy??
It is massively different due to the implications of being pressurised into driving when tired or ill by the threat of PCNs from greedy parking companies. As other posters on here have said the UK is the only country in Europe that allows this predatory behaviour at MSAs3 -
That's very true @Le_Kirk - after almost 40 years of driving I've never seen a way to pay the £11-£15 at a MSA either, nor any clear signs about it. Ever.

Many thanks for all your support. I am waiting for the cancellation letter and checking on their website with my PCN ref
now saying "There is no amount outstanding for this parking charge". Took a screen shot for this.
I guess I can now forget the POPLA appealand thanks again for all your support.
