    NCP have sent the confirmation email that all have been cancelled (see below).  But they have not noted in the email that three of the PCNs had been cancelled in 2016 which is what they said on the phone. They said they did know why QDR had these details to pursue. 
    After I dealt with these three tickets in August 2016 I didn't hear anything until I received a formal letter of claim in Dec 2020. 

    Do you mean I should issue a claim against NCP for a breach of the data protection act?  On the basis that they passed my details to QDR when the PCNs were not pursuable?  That I was the vehicle keeper but was not the driver on the day and they did not have a valid claim.  In addition, and aided by QDR they artificially inflated the claim from £100 to the amounts they have claimed?

    I am sorry for the delay which it has taken to get this resolved.

     Please accept this as confirmation that I have spoken to the Notice Processing Team who have confirmed that they have cancelled all outstanding Parking Charge Notice for both your vehicle registration numbers and anything outstanding under your name. You should receive no further communication about these. With this said, any Parking Charge Notice which are issued from this point on wards, would have to be dealt with accordingly inline with the Parking Charge Notice processes.

    I'd say you have grounds, yes. 

    To make a claim you have to follow a set process and cite the right law, so if that sems quite a huge hurdle then you could have a look at this site, run by @bargepole, and see if he thinks you have grounds, given they were suing over cancelled PCNs and shouldn't have retained that data:
