Please confirm the dates in the PCN/NTK. My tired eyes can't read something that fuzzy or so small.

We really need you to help us so we can hep you.

I think the NTK is non PoFA compliant but can't tell until you tell us the actual dates.
I married my cousin. I had to...
    I don't have a sister. :D

    Date of Letter: 20/12/2019

Good. That means the NTK was non PoFA 2012 compliant and too late for the keeper to be liable for the charge. Since the keeper was not the driver, the scammers have no case against the keeper.

Would I state this in response to the LBA? If so how would I phrase it

You state you are aware that their client is unable to hold you, the keeper, liable for this as they failed to ensure the notice to keepr was given with 14 days. As such they have no cause of action against you as the keeper, and the claim has no prospect of success

Noooo!  This seems to be a windscreen ticket ( '...... detected and recorded by a Parking Attendant .... ') so 28-56 days to issue.  Other than them using the word 'served' rather than 'given' in the PoFA warning, this is as good as done from a PoFA requirements point of view. No mileage in PoFA for the OP.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Is there anything I can do to dispute it at LBA stage

Dispute what?  'It' has many meanings. We can't mind read precisely what you're asking.

I received a letter of claim from BW Legal and in the reply form I am ticking box D, I dispute the debt. The letter says if they don’t receive a response by the 25th March, they will issue a court county claim without further reference to me.

Why are you considering ticking anything on that form?

Time for you to read again the second post of the NEWBIES thread which tells you exactly how to react upon receiving a Letter of Claim.
