Flexible ISA fee free?

Hi, I currently have a stocks and shares ISA which is non-flexible. 
I need to temporarily use this money without losing my accumulated tax free allowances, so I will need to transfer this to another provider that offers `flexibility`. 
I have read the MSE article that shows the providers of flexible ISAs (sorry I'm not allowed to post links). 
However it is difficult and time consuming to ascertain what fees may apply. e.g:
1. to transfer the ISA in,
2. to transfer the ISA out,
3. to temporarily withdraw funds,
4. to replace the funds,
5. admin fees to operate the account. 
Any suggestions as to providers that are as close to free as possible would be much appreciated. I am not bothered about the rate of interest on the account as this is purely an administrative exercise.

    There shouldn't be any fees involved in any of that if you're transferring a S&S ISA to a cash one, but I suspect that your main issue will be timescales, if you're hoping to complete a transfer, withdraw the funds and then replace them again, all before 5 April, as transfers from S&S ISAs are subject to a service level of 30 days.  You may also have costs involved in liquidating your investments before transferring, depending on your platform's pricing structure....

    Edit: the 5 April point may be moot if you start the whole process on or after 6 April, when do you anticipate needing the money?
  • I can hold off until after 6 April so I will have a year to play with less transfer times etc. 
    I appreciate I will probably need to sell the shares first if I can find an opportune time to do so. The fees involved aren't high to sell the shares.
