Why are you still assuming their timings were synchronised? I said this earlier:don't forget there is no evidence of any overstay. Only their say-so.
ANPR cameras are often unsynched, so if the 'in' camera is running to a different time than the 'out' camera then 31 minutes might actually have been 29. Also, if a driver can take 30 minutes to drop off, then they need time to drive to and from the drop off point as well.
