Problems transferring to an inheritance ISA - Barclays "breaching HMRC timescales for the transfer"?

There is reference to 30 days several times in the ISA manager guidance on APS but it's not supposed to stop the process of information sharing more to encourage the ISA managers to be responsive. Either way it seems Nationwide decided to stop working on the Barclays information request so she will have to try again. At least she has plenty of time remaining.

Yes I'm struggling to see why any 30-day limit should apply to this. Also struggling to see why it should be Mum that has to try again, rather than Nationwide trying again. They already have all of the paperwork that they need. Maybe I should raise a formal complaint with them.
