Maybe just a letter to the MA, saying ''get rid of OPS or you will be gone'', might do the trick.

Im guessing the management company have already signed a deal with OPS/the parking company, not rejecting any resistance only a few kickbacks if the contact between the management company and the PPC allow it.
And if the management company pull out of the deal with the ppc then the management company will have to pay a considerable sum.
Not that that is any concern of the residents, if the management company has done this then its a mess of the management companies own making.
Also vehicle whitelists should be avoided , they may be ok in the very short term, but as soon as someone is in a different vehicle, such as a hire or loan car after being in an accident/having work done and this vehicle isn't on the list then all shorts of issues can arise with lease companies/hire companies paying the ppc and back charging it
, plus a hefty admin fee to the hirerFrom the Plain Language Commission:
