ISA transfer

I have a stocks and shares ISA account with provider A and I have now sold the shares with the cash from the selling still kept in that ISA account. Am I right that transferring ISA (stocks or cash) from one provider to another is not considered as new ISA investment purchase and is not affected by the £20k annual ISA investment allowance whether the amount to be transferred is £10k or £100k as it is irrelevant?
