Two red flags here for me
1 - ebay and especially gum tree are two sites full of scammers and fraudsters - the fact that you use these two sites and get money paid into by bank transfer rings alarm bells.
2 - the fact that when santander closed your account that long ago and the mentioned fraud yet you did not even bother to contact them to not only dispute the fraud but to clear the matter up rings alarm bells. Perhaps you were nervous or guilty in some way...
I know that if i received a letter from my bank saying they were shutting it down for fraud prevention etc - i would find out what was going on and im sure 99% of people would.
On the chance that you are genuine and you did nothing wrong, you can get the CIFAS removed. I was in a similar situation and i had a CIFAS by mistake from a bank and i only found out 3 years after it was on my file. I got it removed but i had to send evidence/emails etc (lucky i saved everything). Im not sure if you will have the evidence of the sale.
I am 99% certain the issue is nothing to do with you moving money to your other account but the person that sent the money to you has complained the bank that they did not receive the goods or the account that was being used was a dodgy account and some sort of fraud was goin on.

OP I take it you didnt use Paypal for eBay ?
I agree with previous poster in that it wasnt moving the money but as you had the money transferred by bank transfer the buyer told the bank they didn't receive the goods.0
